Torrance Police Department will be strictly enforcing the juvenile helmet law. California Vehicle Code section 21212(a) states that any person under the age of 18 must wear an approved helmet when operating a bicycle, non motorized scooter, in line roller skates, regular roller skates or skateboards. It also applies to passengers on any of the mentioned devises. This enforcement action is obviously intended to protect the kids and I think many parents are either not aware of the law or choose not to require their children to comply.
